Alachua County Tax Collector

Tax Collector since 2014 and Chief Deputy for 14 years prior to that, John Power leads this team of professionals. John is a two-time graduate of the University of Florida and resides in Melrose with his family.

Jon Costabile

Chief Deputy

With decades of experience in finance and administration, Jon Costabile is the Chief Deputy Tax Collector. Jon is a two time UF graduate and resides in Gainesville with his family.

Marcian

Executive Director of Finance

Marcian joined the ACTC team in 2015, and serves as the Executive Director of Finance. Marcian comes to us with almost 20 years of government finance and budgeting experience. Marcian‘s finance team at ACTC is now the two time winner of the Florida Tax Collector Association’s Legacy Award for Fiscal Excellence. He also holds an MBA from Nova Southeastern University and a BS in Finance from the University of Florida.

Executive Director of Public Service

With 33 years of experience at the ACTC, Donna serves as the Executive Director of Public Service. Donna oversees four offices that serve customers throughout Alachua County. Donna’s staff handles motor vehicle registrations, driver license issuance, hunting and fishing license issuance, birth certificates, concealed weapons applications, and property tax collection.

Executive Director of Tax Operations

Another UF graduate, Matt is head of the ACTC‘s Tax Operations. Matt is a Certified Florida Collector’s Assistant (CFCA), a Certified Public Manager (CPM), and has 25 years of experience with the Alachua County Tax Collector’s Office. Matt resides in Gainesville with his family.

Executive Director of IT and Organizational Development

An ACTC employee since 2001, Shane is the head of technology in our organization. Shane also is in charge of Strategic Planning and Organizational Excellence. A two time graduate of the University of Florida with a Master’s Degree in Business Management, Shane lives in High Springs with his family.

Director of Public Service - Northwest Gainesville

With 26 years of experience, Valerie now serves as the Director of Public Services for the Northwest Gainesville location. Valerie is a lifelong citizen of Alachua County and is dedicated to providing quality customer service to the public.

Director of Public Service - Downtown Gainesville

Since 1995, Venus has been serving the public with the ACTC. She has served in a number of roles in the organization, most recently being promoted to the Director of Public Service for the Downtown Gainesville location.

Director of Public Service - Southwest Gainesville

With more than 20 years in state and local government, Rita is our Director of Public Service for the Southwest Gainesville location. Rita began work with the ACTC in 2011 after a lengthy career with the City of High Springs.

Director of Communications and Processing

Lori oversees the Communications and Processing Center, which consists of the call center, quality assurance, mail department, and dealer services. Lori has 18 years of experience and has been with the ACTC since 1999.

Human Resources Administrator

With more than 20 years of experience, Linda serves as our Human Resources Administrator. Linda is charged with all onboarding and offboarding as well as handling benefit elections for staff.

Business Systems Administrator

As Business Systems Administrator, Jim handles a variety of duties for the ACTC. Jim is charged with ensuring that all of our annual processes (installments, tax roll, billing, etc) run smoothly. Jim also is in charge of managing our facilities and making sure that each of our buildings portray the professional image we’ve worked to create.

Administration Coordinator

Our 2015 Star Performer of the Year, Kyle is our Administration Coordinator. Kyle presently serves as the Executive Assistant to John Power and is ACTC’s community outreach liaison. Kyle is also a graduate of the University of Florida College of Journalism and Communications.

Roxanne

Roxanne

Motorist Services Administrator

Roxanne is our Motorist Services Administrator. In her role as the Motorist Services Administrator, she acts as the liaison with the Florida Department of Highway Safety and Motor Vehicles, as well as assisting with many of the administrative functions of the office. Roxanne also served the public for 35 years at the Alachua County Supervisor of Elections prior to joining the ACTC 13 years ago.
