Tax Collector since 2014 and Chief Deputy for 14 years prior to that, John Power leads this team of professionals. John is a two-time graduate of the University of Florida and resides in Melrose with his family.

With decades of experience in finance and administration, Jon Costabile is the Chief Deputy Tax Collector. Jon is a two time UF graduate and resides in Gainesville with his family.

Marcian Brown

Executive Director of Finance

Marcian is the newest member of the ACTC Senior Leadership Team, but has decades of experience in finance and accounting with the City of Alachua. Marcian‘s finance team at ACTC is now the two time winner of the Florida Tax Collector Association’s Legacy Award for Fiscal Excellence.

With over 30 years of Tax Collector public service, Donna is the head of all public service in the organization. If it happens in our lobbies, Donna is behind the scenes making it happen.

Matt Geiger

Executive Director of Tax Operations

Another UF graduate, Matt Geiger is head of the ACTC‘s Tax Operations. Matt is a Certified Florida Collector’s Assistant (CFCA), a Certified Public Manager (CPM), and has 25 years of experience with the Alachua County Tax Collector’s Office. Matt resides in Gainesville with his family.

Executive Director of IT and Organizational Development

An ACTC employee since 2001, Shane Sapp is the head of technology in our organization. Shane also is in charge of Strategic Planning and Organizational Excellence. A two time graduate of the University of Florida with a Master’s Degree in Business Management, Shane lives in High Springs with his family.

Director of Public Service - Southwest Gainesville

With more than 25 years of experience, Rita Hart is the Director of Public Service at our Southwest Gainesville location.

Lori Carmichael

Director of Communications and Processing

With more than 25 years of experience, Lori Carmichael is the head of our Communications and Processing Center, which handles all telephone calls, high speed processing, mail payments, dealer services, and quality assurance.

Roxanne Watkins

Motorist Services Administrator

Roxanne Watkins is our Motorist Services Administrator. In her 13 years with the Alachua County Tax Collector, Roxanne has served as the Director of our Downtown, Southwest, and Communications and Processing Center locations. In her role as the Motorist Services Administrator, she acts as the liaison with the Florida Department of Highway Safety and Motor Vehicles, as well as assisting with many of the administrative functions of the office.

Human Resources Administrator

With more than 20 years of experience, Linda Power serves as our Human Resources Administrator. Linda is charged with all onboarding and offboarding as well as handling benefit elections for staff.

Business Systems Administrator

As Business Systems Administrator, Jim Ousley handles a variety of duties for the ACTC. Jim is charged with ensuring that all of our annual processes (installments, tax roll, billing, etc) run smoothly. Jim also is in charge of managing our facilities and making sure that each of our buildings portray the professional image we’ve worked to create.

Our 2015 Star Performer of the Year, Kyle Lindsey is our Administration Coordinator. Kyle is in charge of assisting administration with a wide variety of tasks as well as community outreach and public information.
