These are the four core tenants of the Alachua County Tax Collector’s Mission statement. The Senior Leadership Team of the Alachua County Tax Collector’s Office is dedicated to ensuring that our service to the public meets these standards and exceeds your expectations every day.

John Power
Tax Collector since 2014 and Chief Deputy for 14 years prior to that, John Power leads this team of professionals. John is a two-time graduate of the University of Florida and resides in Melrose with his family.

Jon Costabile
With decades of experience in finance and administration, Jon Costabile is the Chief Deputy Tax Collector. Jon is a two time UF graduate.

Kyle
Our 2015 Star Performer of the Year, Kyle presently serves as the Executive Assistant to John Power and is ACTC’s Public Outreach Administrator. Kyle is also a graduate of the University of Florida College of Journalism and Communications and a passionate Gator fan.

Linda
Linda is the Human Resources Administrator for the Tax Collector’s Office and has dedicated more than 30 years of service to the organization. Linda plays a vital role in supporting employees and ensuring the smooth operation of all HR functions. She oversees a wide range of responsibilities, including employee benefits administration, payroll changes, onboarding, personnel records, and day-to-day human resources operations.

Maureen
Maureen serves as the Motorist Services Administrator, bringing more than 40 years of experience in highway and traffic safety to her role. Throughout her career, she has worked closely with federal, state, and local government partners, developing a wealth of knowledge and experience that helps our team better serve the community. She is dedicated to ensuring the accuracy and integrity of our customers’ driver license and motor vehicle records.

Gina
Gina joined the ACTC team in 2026, and serves as the Special Projects and Programs Administrator. Gina comes to us with more than 25 years of county government experience. She holds a Master’s degree in Business Administration and is a Certified Public Manager.

Marcian
Marcian joined the ACTC team in 2015, and serves as the Executive Director of Finance. Marcian comes to us with almost 20 years of government finance and budgeting experience. He also holds an MBA from Nova Southeastern University and a BS in Finance from the University of Florida.

Matt
Matt has been with the ACTC‘s office since 1992. He holds a bachelor’s degree in Business Administration from the University of Florida. Matt is also a Certified Public Manager (CPM) and a Certified Florida Collector’s Assistant. He resides in Gainesville with his family

Kay
Kay began serving the public in 2006 and has dedicated nearly two decades to public service, professional growth, and community leadership. Throughout her career, she has gained extensive experience serving the community and supporting the important work of local government.
Kay has completed the Certified Public Manager (CPM) program and holds a Certified Florida Collector Assistant certification, reflecting her commitment to continued professional development and excellence in public service.

Valerie
Valerie began her public service career in 1992 and now serves as Director of Public Service for the Northwest Gainesville location. A lifelong Alachua County resident, she is passionate about serving her community through exceptional service, strong leadership, and organizational excellence.
Valerie leads with a servant’s heart, believing that great leadership is about developing people, empowering teams, and creating an environment where both employees and customers feel valued.

Lori
Lori oversees the Communications and Processing Center, which consists of the call center, quality assurance, mail department, and dealer services. Lori has been with the ACTC office since 1999.
